Adding to Vitaly's proposed solution, you might consider sending the IFRAME to an internally hosted page, CheckForCookies.html, which would perform the permission check.  Upon success, it would redirect to the ultimate destination.  On failure, it would display an error message.

Excellent advice on the security settings, btw!

Actually, such a feature wouldn't be a bad idea for incorporation into the module itself.  Perhaps a settings checkbox "Require cookie support?", "Display error when cookies not supported", or something similar.  I see quite a few questions similar to this one floating around which this addition would remedy.
