Potential bug: export / import pdf links 
What happens: pdf links imported from a previously exported xml file are broken - a permissions error is returned and the href of the new link is different.

Version: 4.3.3

Steps to replicate:

1. Add a links module to a page.
2. Add some links - including to a .pdf file on your site.
3. Export the links as an xml file.
4. Add a links module to the same (or different) page.
5. Import the links you've just exported.
6. The pdf link will fail with the error "You Do Not Have Permission To View The Requested File".

The difference between the hrefs of the two links is the the imported one has a different 'fileticket' - one that starts with a / and ends in +s.  I assume this is the problem?

    I will take a look at this issue this weekend as I finish some changes to the Import / Export functionality.
