I pounded on them until I got this:

I have sent this issue up with our Advanced Host Support and they were able to setup a script for your hosting account to test if BCC works with our relay hosting server. Using CDONTS we were successful in sending a BCC message to a different address. Your hosting account seems to be functional and this looks like there is either a configuration problem, or a problem with the way dotnetnuke is sending mail. Unfortunately, we cannot troubleshoot the use of a 3rd party application. Please contact us if you have any further questions.

I am hoping one of the core team members will respond to this, expand on it, or otherwise give me hope for a workaround.
