Configuration of Forum

We have installed the Forum module. The issue is that we are not able to configure the module to general users. The button for POST and NEW THREADS is visible only when we login as a host administartor through which we have created this Forum. It is not visible when we log in as a general user. Advice is solicited on how to configure the same. The forum is available at http://www.icsi.edu/Facilities/ForumforDiscussion/tabid/1710/Default.aspx .
