Gernaral all users can delete there own posts.  But if you used a Forum behivor with restriction they can't.  But deleting a compleate thread where other users have reply you need Admin or Moderator permissions.

The forum isn't moderated and users have full trust so I dont think its restricted.  So where in the forum control panel do I go?

Go to Admin - Forum Manager, open the Forum group and then go to the EDIT of the Forum, check te Forum behivor, set it to the standard forum.
