This is set in the site settings and in the user profile settings.  This actually has nothing to do with the forums.  The only way the forums factor in is you will need a language pack for the forums for them to be localized when you change the other settings.  I know there is a Dutch versino floating around, and heard of a Spanish and Vietnamese.
