So the side is not live yet, try to uninstall the Forum Module and restart then the Appplication.  Then reinstall the Forum Module.  Make sure you have setting the right permissions to the IIS and physical folders.

Tried this and it fixed the problem for all public forums. 

When you create a new private (no mod) forum and save it without changing the permissions (ie Administrators Only) then you can Edit the forum. But if you Edit the private Forum and change the view permissions to include another role then save, any subsequent attempts to edit the forum result in the error posted earlier in this thread.  It looks as if there may be a bug  when setting permissions on private forums.

the setup is as follows DNN 4.8.2, Forums module on a page that is viewable by all users but the Module itself is only viewable by 'Registered Users' editable by Administrators only.
