Forum/Blog Install-Update

I have a site that started as 3.0 and now is up to 3.1 but for the life of me I can not install the gallery or update the blog/forum mod.  The site just sit's.  Nothing happens.  I have added other mods both from this site and one's purchased from Snowcovered.  Anyone have any thing I can look for?  The log's look clean.

****After reading some more on the other forum, I see why gallery won't install without the work around but I am still unclear why I can't update/upgrade/install the new forum/blog mod.****

Every and anything else I have attempted to install works correctly.  I purchased and install  Media Gallery 1.7 and it installed and works wtihout a hitch.  I also have form creator and TMinus.  I do have the earlier version of forum/blog installed.  Any help would be... of great help!
