cannot get to the Forum Configuration after upgarde to 3.10.04

After upgrading to version 3.10.04 of the forum module I can no longer get to the forum configuration page.

I get an error say the Forum Configuration is unavailable.

Here are the details from the error log.

i have the same problem. Furthermore, the skin is not used, so the forum looks a bit weird like this...

Same problem over here, but when i create a new forum on a different page it is working fine.

First, there is no 3.1.1 of the forum module.  Please be careful in your version numbers as it confuses me and others.  The latest version is 3.10.04. 

So the problem occurs when upgrading a DotNetNuke or the forum module?  I can say that we have upgraded the forum here on dotnetnuke.com and did not run into this issue.

This is only affecting upgrades?

Do the installs have 4 xml files in the desktopmodules\forum\resources folder?
