I am glad you found a fix for your bug.  I will put this in our gemini issue tracker so it is corrected for future releases.  (Any more details will also be helpful if you think they will help fix the problem, but I think I have an idea what it might be)

For those you are upgrading from the previous versions, please take note of the upgrade log for any installation error as this can quicly help us in determine what the issue is.

Crispy here is what I did.

I created a new forum then looked at the settings.  The only thing that I changed after looking and comparing settings was the WhatsNewTemplate it was set at silver. That seemed to be the only setting that could make a difference, so I changed it in the database to DNNSilver.  That is all the info I can give you.  I would suspect that any one that had that template for their whats new, most likely had the problem.  and changing it will fix it (or at least should).

Could this bug also be related to the fact there are now two "skins" dirs in my install?

I have a \desktopmodules\forums\themes and a \desktopmodules\forums\skins. The "skins" dir hasn't been modified since 5/2/2005 so I'm assuming that's the older one.

The way I fixed my issue was to go into the DB and modify the "dnngray" for the forum theme to "dnn silver" then I was able to get back to the "configuration" page.

The skins directory is legacy.  I didn't remove the folder on upgrade because users may have custom themes in there.  You should move all custom themes into the newer themes folder.  After this, you can safely delete the skins folder.
