Thanks, i solved the problem. I used Me.ResolveUrl("includes/TabStripRendering.css") to include the css and js file into the web user control.

Btw, do you have any sample of web user control that runs on DotNetNuke? I am kind a loss because what works for normal aspx will not work for ascx in DotNetNuke.

Actually all modules that run in DNN are usercontrols.  Pick any module you like and it should serve as an example.
