I am guessing the error you are getting is masked by the fact that your web.config file has its customErrors section to hide the actual error unless browsed locally.  Change this section from

<customErrors mode="RemoteOnly" />

to

<customErrors mode="Off" />

Hopefully this will show the real error.

In my version, the DotNetNuke.WebUtility.dll is in the C:\DotNetNuke\bin directory.  I had to search for it.
