  1. it is not advisable to have blanks in your subportal folder name
  2. the link seems to be HTML encoded, this can be caused by the FCKEditor provider, the module or the DotNetNuke Framework. 
    - Which versions are you using?
    - Check /providers/htmlEditorProvider/fck/custom/fckConfig.js, it should contain "FCKConfig.ProcessHTMLEntities = false ;"
