Localize exception messages or not? 
I'm putting finishing touches on my first module that will be publically released so I want to be sure that all text can be localized.  What is the standard of good practice in localization of any custom or re-thrown exception messages? Should they be localized or not? I'm also concerned that if I should localize such messages, there may be problems calling the localization methods (GetString, etc) in a Catch block.

most developer don't use localization inside the exceptions, but the reason is not a standardization, the real reason is time.

I suggest you to include localization as you can because non English people will thank you.
