When user receiving registar or other email from my Dnn portal in Russian language DNN sending this - characters.

Where I can setup or adjust spec language for outcoming email

what I found is:  in Outlook it works fine,Gmail fine - Only Subject is like ?????????????,

but MSN still this:                     Ð£Ð²Ð°Ð¶Ð°ÐµÐ¼Ñ‹Ð¹(ая) гость гость,   and subject is: ????????

Any ideas ?
