Localization will work properly only under a Host account login, but not on any other user. ASP:Labels or dnn:labels do not populate with the text in the resx files.

Can anyone recommend a strategy resolving this issue. It has become my nightmare!!!

I've also been struggling with the same problem with new modules created from my 4.3.5 Starter Kit.  Unfortunately I haven't yet come to the root cause of the issue but I can give you a workaround that will at least keep an error message from showing up on your module when it is in View mode.  In the Templates textbox in the Settings section at the bottom of your module settings page, you can add a [CONTENT] tag that will in effect redirect the app to get its localization settings from the TabModuleSettings table on the db rather than from the module resx file (which it cant find anyway due to the bug).  I'm kind of new to DNN so I haven't figured out the full ramifications of this workaround much past the suppression of the error.  Hope it helps.
