I use apollo and yes that would be a solution.

Are you saying that the fallback language in the local.xml file doesn't do anything?  or is it just not implemented?

The fallback setting in the xml file is not used at all. And it has never been used. Seems to me that the initial plan on the fallback chain change a bit since this was planned to the final implementation.
