  1. locales are used in .Net framework for setting language and other formats (e.g. date format differs between U.S. and UK). The internal locale selector will take care, that other locales in browser settings will be mapped to the installed locale of the same language. You usually install a single locale per language in ML portals.
  2. to add additional cultures, you need to add them to .Net framework, please check out MSDN for details (I remember Vincenç posted them months ago).
