I have run into the same problem. I used the DotNetNuke starter kit and created a module from the templates, written in C#, called Location. The template uses "Localization.GetString("Template.Text", LocalResourceFile)" to create default content in the View module. The trouble is, if you are not logged in, you get the wrong value for LocalResourceFile:

LocalResourceFile = "/DotNetNuke/DesktopModules/Location/App_LocalResources" (wrong!)
instead of
LocalResourceFile = "/DotNetNuke/DesktopModules/Location/App_LocalResources/ViewLocation".

As a matter of fact, you have to be in an administrator or host role for the LocalResourceFile to have the correct value.

I've seen a similar problem with one of my custom modules. In my case the problem was because the module had caching enabled.

Could you please verify your problem is not the same? The caching value for a module can be specified in Host -> Module Definitions, on the module definition. And for each instance  of the module, on the Module Settings page.

Please verify you have caching disabled in both places and verify if the problem still happens.

I disable both caches (=0) and the problem is resolved. Could you explain that why the cache causing this issue? and is it normal?
