The xml file is for when you use the solpartmenu control directly.  What you are using is a skin object wrapper around the control.  The module I linked is also a wrapper, however, it allows you to build and/or specify the xml to use in rendering.

If you were to create your own skin object or module where you placed the solpartmenu control directly within, you would be able to use the xml.  Make sense?

Jon,
please, is there any more current version of solpartmenumodule? I tried to use it with the lates DNN (4.8) and I cannot get it working - when I change the structure or XML and try to save it, I get an exception saying that xml is invalid. I noticed that it translates < as &lt; and then & as &amp; again  so the result is &amp;lt;  which is a nonsense.

Second problem I have is, that JavaScripts are not sometimes included in the page (nor the .js file) and I get client-side exceptions.
