In addition to what Chris said, for developers mainly in this case, the biggest hurdle I have seen in 'downgrading' is httpmodules and httphandlers in the web.config (the web.config has separate sections for iis 6 and iis 7. If you are using an install with no custom development, this shouldn't be an issue for you. It could potentially happen with third party modules but I am not aware of any.)

We have a number of solutions for DotNetNuke.  With our newest plans we can take an older backup of DNN that is only compatible with IIS 6 and upgrade it on a IIS 6 platform, then migrate it to IIS 7.5 and complete the upgrade there.  Contact our sales department if you have any questions and they can sort all of that out for you.
