I am trying to use the core Documents module to list some uploaded files.  In the settings, there is an option to "Use Categories list". Underneath it reads "There are no lists available for use. Use the List Editor to manage lists" and provides a link.  I click and add a list.  When I go back, the list does not show up.  I looked all over and cannot figure out why this list (or any list) will not display for me to use for this module.  Somewhere I read to create a list called "Document Categories", which I did.  The only other thing I can think of is that I have multiple languages and I am working on the default culture (English).  I'm hoping I am missing something simple.  Any help would be appreciated.
