I was able to get some insight into this problem from www.dnncreative.com.  Lees Document module vidoes were helpful. My security setup still does not appear to be working right.  Since posting I have purchased Open-Document Library and I in the process of setting it up.   It comes with a 30 page manal , so documentation appear to be good.  Will update this thread with final results.

Final results -  The purchased module allows me to add users by folder and allow them to add subfolders and edit the security on those folders.  They dont need to have access to the File Manager.  I have already set up multiple folders and tested the security features and all seems well.  The only weird thing is that a user that does not have edit ability can still add a subfolder, I am going to email them and see if I can find away to turn that off.

As an admin I think this module will take a lot less of my time to mangae (will only have to add new users and assign them to the right securiy role), making it worth the 69.00 dollars.
