What does "Notification Forum" mean?

Why is there a seperation between normal forum and notification forum? Does it mean, that all users always get notifications for new entries, idependently of their subscriptions?

If you set the behavior "Notification Forum" you can set in the Forum Manager roles to get Notifications.  The users of the selceted roles geting then automaticly a Notification if a new post was submited to that forum.
