If you portal experiences issues there are a number of places that you can use to help diagnose the problem(s).

Diagnosing database errors - can be used to determine database issues
Event viewer - the event viewer is where exceptions and events are logged
log4net In DotNetNuke - Log4net can be used to see items being logged including warnings, debug and errors.
